Abstract


In March2012,the SPD(The Social Democratic Party of Germany) Basic Values Commission issued a discuss of "Basic Values", and under the background,the the SPD Basic Values Commission puts forward a new basic values:" future", since the Godesberg Programme of1959issued traditional basic value" freedom, justice and solidarity" It is the first time that issued a new value. New values interpret The Social Democratic Party of Germany in the face of the new international and domestic environment, especially after the2008economic crisis, European integration under threat, the social Democratic Party faces challenge under the background of innovation basic value moves again.Since the SPD’s Godesberg Programme of1959, basic values have played a central role in the political manifestos of German Social Democracy, the basic value is defined as" freedom, justice and solidarity". The transformation of the basic value along with The Social Democratic Party of Germany. From the beginning of the proletariat revolutionary party to the working-class reformism party. Then the SPD became the People’s Party since the Godesberg Programme of1959.After that, they issued the new "middle way",and then put forward the "the middle". Today they propose to innovate the basic value, and on the basis of their cultural and political identity a new "catch-all party"Through analyzing the transformation of the SPD’s basic value,, this paper tries to analyze the SPD’s ruling theory and governing law. The author believes that The Social Democratic Party of Germany has a trend of returning to the left, in the new period SPD through back to left to locate its role, and trying to return to the ruling status basic value through innovation.
