Abstract


Regional economic competition, is the personnel especially high-level personnel competition in the final analysis. With the changing of science and technology and the rapid development of economy, work harder construction of high-level talent has become the new situation of "the Party" Work a top priority. Central support construction of the Straits have a historic opportunity, and vigorously promote the construction of high-level personnel, the gathering of talent playing in Fuzhou City of yearning and talents, has a very important significance. Combined with recent practice of high-level personnel in Fuzhou, through theoretical analysis and empirical research, analyze problems and causes of Fuzhou high-level personnel policy, proposes concrete measures and proposals to improve the construction of high-level personnel at the policy level use and grasp. Main contents include:Part I:Introduction. In this, the article introduces the background and significance of the study, overview of current research, research methods and core content.Part II:Theory and Practice of high-level personnel policy. This section describes the concept of high-level personnel policy, combined with professional theory of public administration, the use of professional theory to guide the introduction of the policy direction of Fuzhou high-level personnel. Analysis of domestic and international high-level personnel policies, summed up the experience of several high-level personnel for reference policy.Part III:Status of Fuzhou high-level personnel policy. From the nature and economy of Fuzhou, describes the policy initiatives and effectiveness of high-level personnel.Part IV:Problems and causes of Fuzhou high-level personnel policy. From the questionnaire, analyzing the presence of Fuzhou high-level personnel policy issues, including policy attractive enough not be implemented, inadequate infrastructure, lack of effective implementation of the starting point, etc., and analyze its causes.Part V:The suggestions of optimizing the high-level personnel policy. Based on the actual Fuzhou, from concept to strengthen and increase efforts to expand awareness, improve infrastructure, and strengthen the guidance to implement the recommendations made in these five areas.
