Abstract


We have seen a rapid growth in ageing population since the new century comes. Then how we deal with it has become the heated issue. it is urgent for us to explore some new methods in elderly care-taking while the ageing population pressure grows and the function of traditional family care-taking weakens, especially when the ageing population increasing is based on a relatively disadvantage in wealth, social security system and imbalanced development between rural and &urban areas. The constuction of social elderly care-taking system has to face a never-met challenge, meanwhile we also meet a valuable opportunity to adapt our social security system. The 17th National Congress of the CPC (Communist Party of China) raised a strategic aim of "make the elderly live their lives",and the 5th session of the 17th National Congress of the CPC proposed a guiding principle of "take developing social service for the elderly in the 1st place" to enhance the construction of the social service for the ageing people.To explore an effective system construction of social service for the elderly is an inevitable request. Now, China is the only one country which hold an ageing population more than 1 billion, and the annual increasing rate is 3 percent,5 times more than that of the corresponding period of time. It is expected that in 2015, the ageing population will reach 2.15billion,about 15 percent of the total population; in 2020 the figure will be 2.43 billion, about 18 percent of total population.As the acceleration of the ageing population, the demand for elderly care-taking is increasing undoubtedly, then to accelerate the construction for them is a pressing need. The paper takes the practices of elderly care-taking in huaiyin district Jinan as a sample to analysis the problems in the course of its development and to propose some feasible suggestions.
