Abstract

The government under the rule of law as a kind of theory and the model of government in modern times began. It is an ideal state of government operation, in accordance with the law the principle of operation of the government, all the power of the government sources, government operation and government behavior are subject to laws and rules, is the process of government administration according to law in the construction of their own inherent pursuit, but also the realization of the basic strategy of governing the country according to law is the key link.
