Abstract


Public participation in large-scale public construction projects investmentdecision-making plays a key role in optimizing investment structure of thegovernment and implementing the project decision-making with democracy, fair andso on. Meanwhile, it is also an important guarantee for keeping sustained and stabledevelopment of our country’s economy in the post-crisis era. Based on the field surveyin Xiao Guwei island, Panyu district of Guangzhou, combined with questionnairesand statistical analysis reveal public participation in large-scale public constructionproject investment decision-making factors, and on this basis put forward to promotepublic participation in large-scale public construction project investment decisionmeasures for protecting the effectiveness of public participation and enthusiasm ofgreat significance. The thesis includes the following six parts:Part I：Introduction. Including the background, research significance, researchstatus of domestic and overseas, research design.Part II：Theoretical basis. The theoretical basis is mainly involved in thestakeholder theory, theory of planned behavior，public management theory, andparticipatory democracy theory.Part III：Decision-making attitudes and behaviors analysis in large-scale publicconstruction projects invested public participation. Through the empirical analysis, itshows that the will of the public participation in large public construction projectinvestment decision-making is more intense, the interests driving is the main reasonfor the public participation. Studies have found that public participation in largepublic construction project investment decision-making to participate in the form of asingle, with low participation level, the participation channel is not free, and theparticipate effect is poorer.Part IV：The empirical research about the influence factors of public participationIn a large-scale public construction project investment decision-making. Theparticipation intention of public who have different age, education, income level, professional status, etc. exists significant differences in large public constructionproject investment decision-making. The most important factors affecting the will ofthe public participation in large public construction project investmentdecision-making are age, education, knowledge of construction, the participating cost,information, policies and regulations, organization and service levels.Part V：Countermeasures and Suggestions to promote public participation inlarge public construction project investment decision-making. The countermeasuresand Suggestions are: establishing and perfecting the system of public participation,improve the public’s personal qualities and ability to participate by strengtheningtraining, establishing incentive mechanism for public participation, strengthening theconstruction of public participation in the organization and the construction ofchannels.Part VI：Conclusion. Summarize the main causes of public participation of largepublic construction project investment decision-making, and the main influencefactors, etc.
