This paper is about the policy of cities’and towns’building land increase meanwhile countries’building land decrease. First of all, author reviewed the basic theory of land-using for the policy, summarized the policy’s background and history from present to implement, and summarized main problems during implementing this policy from many example dates. Since there are many problems in implementing, many people doubt whether this policy should present or not. Secondly, to answer this question, author takes Fujian province for example, analysed the development need of cities’and towns’ building-land and the trim potential of countries’building-land, found that until2020, the cities’ and towns’ building-land is lacking and the countries’building land is very huge. If we don’t implement this policy, the society productivity may be restrained. So, this policy should be implemented, and it is inevitable historically, it is the main road to reach city-rural developing and optimize the land space. In the end, to implement the policy smoothly, author devised the feasibility assessment system and the benefit assessment system, which include many factors such as economic factors, society factors and zoology factors. The first system used to ensure the project is reasonable, the second one used to assess the project is benefit or not. And then, author devised a model for implement policy, which is like a bird, the body is rural collectivity, the wings are the government and the market. Author advised the right of land, the content of land trade, the model of interest distribution, too. Believe that this implement model is feasible, and could avoid the former questions. In addition, some advices put out for the government to protect the policy useful.
