Abstract


Rural finance is the weakest link in the financial system in China, and the formal finance far from being able to meet the urgent need of the financial products or services of the people living in rural areas, and a considerable part of them are excluded from the formal financial system. As the supplement of the formal financial system, microfinance provides basic financial services to low-and middle-income population and small and medium-sized enterprises that are excluded from the formal financial system. Although microfinance has obtained a certain development in China, it still faces many obstacles. How to promote the sustainable development of the micro-finance institutions is a major test of our country. This paper researches what is the sustainable level of microfinance institutions, in order to provide recommendations for the sustainable development of China’s microfinance institutions.First, this paper introduces the development of the microfinance, and analyzes the possibility of the microfinance institutions of both achieving their own sustainable development and poverty alleviation goals. So, in theory, the microfinance institutions can obtain their own development and provide financial services to more poor people to meet their needs.Second, this paper uses two different data processing methods that eliminates the factors of scale and contains the factors of scale, and adopts Entropy Weight Method and TOPSIS to carry on the empirical research. Through the comparison of the sustainable development level of different types of microfinance institutions, this paper conclude, that there is no clear correlation in the normality of microfinance institutions and sustainable development level; that there is no clear correlation in the scale of microfinance institutions and sustainable development level;that the legal status of microfinance institutions decides the differences in their financial resources, the manner of the source of funds and the mode of operation;that different types of microfinance institutions have different comparative advantages, the commercial banks and rural banks have obvious scale advantages in external resource and endowments of the financial resources, customer resources, human resources and information technology resources, but NGO and capital mutual aid organizations as well as non-bank financial institutions are more prominent in the coverage and depth, social welfare and other social responsibility to fulfill.Finally, this paper also compares the sustainable development level of various types of microfinance institutions in India and China. The study concludes that China’s microfinance institutions are better than India in short-term operating results of earnings, asset management and risk control, but in the impact factors of microfinance institutions’long-term development, such as human resources, IT system construction and other factors, China is weaker than India,this directly lead to that the microfinance institutions’ average sustainable development level in China is lower than most of the microfinance institutions’ in India. Therefore, in order to achieve long-term development, the microfinance institutions of China must pay attention to institutional capacity building, and concerned about the institution’s long-term development potential.The innovation of this paper is that evaluating the sustainable development level of various types of microfinance institutions from the point of view of the scale, and carrying on the comparative analysis of China and India’s sustainable development level of microfinance institutions, with introducing Entropy Weight Method and TOPSIS Model in the evaluation process. This research can effectively compensate for the lack of the study of evaluation of sustainable development level of domestic microfinance institutions, and provide a new perspective for the research scholars on the influential factors of sustainable development level of microfinance institutions. This paper cannot only get the real level of sustainable development of various types of microfinance institutions, but also can provide a theoretical basis on the policies to promote the sustainable development level of microfinance institutions.
