Abstract


China’s economy has been rapid and sustained development in the pastdecades, its overall economic strengthen has been greatly enhanced andbecome the world’s second-largest economy, but poverty as a problem thatplagued our country for many years, has not been effectively solved. China stillhas tens of millions of poor population. In recent years, the government and allquarters of the society have spent a lot of resources and manpower for povertyalleviation, coherent policies are also introduced. But how to solve the problemof poverty is still a problem in China’s economy and social development. To agreat extent, among the reasons for poverty is that the mode of povertyreduction is too unitary, especially the serious lag and inadequate in thefinancial and credit system. There is a problem we must face is how to solvethe poverty of tens of millions of Chinese by institutional innovation andinstitutional supply. The implementation of micro-finance in Bangladesh andIndia, it proved a good result in solving produce and life conditions of rural poorand economic development. Public welfare micro-finance as an innovative financial mode is recognized by the international community as an effectivepoverty alleviation tool.The public welfare micro-finance in our country has made considerableprogress in recent years, but is also faced with the plight of variousdevelopment. Micro-finance is divided into commercial micro-finance andpublic welfare micro-finance. Financial institutions offer micro-finance business,public welfare micro-finance is often provided by government andnon-governmental organizations. Both these2modes of micro-financialprogress in our countryside. But as the financial instrument to solving the life ofthe poor and development, mainly refers to the public welfare micro-finance.Due to the government and non-governmental organizations providemicro-finance is not intended for profit, but to help those poor families toprovide production and life with a small amount of money and improve theirlevel of income. Compared with commercial micro-finance, the number andsize of public welfare micro-finance is not great. But the concept of publicwelfare micro-finance is based on the conditions for those who do not have theloans from the big bank. Therefore, The purpose of its development is more inline with the poverty reduction and supporting farmers, agriculture and ruraldevelopment. And public philosophy based on self-reliance, it can even gobeyond the original purpose of poverty alleviation to achieve self-developmentand financial self-management of poor families. Since the1990s, the publicwelfare micro-finance was introduced into our country, it has made greatcontributions to promote rural economic development and improve creditconditions of the rural poor. However, the development of public welfaremicro-finance is also facing with many difficulties, such as unknown legalidentity, insufficient funds and a weak capacity to sustainable development.This paper, through theoretical and empirical analysis, proposed byperfecting the legal policy, innovating financial poverty alleviation measures toget rid of problems faced with the public public welfare micro-finance, andpromote and improve the sustainable development of the public welfare micro-finance and solve the problems of rural poverty.
