Abstract


The people's congress system is China's fundamental political system, is an important element of a democratic political system, the election of deputies to the NPC is the beginning of the people are the masters. Representative Election activities can be carried out in accordance with the way of democracy and freedom, mainly to see how the principle of its election, election procedures and election monitoring mechanisms to develop and run. Establish a scientific and comprehensive electoral system is an important guarantee to achieve true democracy, is also a measure of the degree of democratization of a country flag. Of people's deputies elected indirect elections and direct elections in two basic ways. Since the 1953 Election Law \Compared with indirect elections, direct election of county and township people's deputies to better reflect the nature and requirements of the people are the masters, however, in the concrete practice of the process of facing the situation is more complex, while the election of the more difficult, but it The role play is also the most basic, the most important. Author knowledge of the current electoral system of the county and township people's congress deputies from the three aspects of the electoral principle, election procedures and election monitoring system combing, and the principle of elections, election procedures and election monitoring and summarized. On this basis, the in-depth analysis of the electoral system of county and township people's congress deputies importance, typicality, the proportion of the population, such as urban and rural areas of each problem; electoral organization neutrality; representatives the nomination of candidates and identify the problem; violations in the election process. Address these issues in the county and township deputies in the electoral system, I put forward a few suggestions, such as urban and rural election of deputies by the same proportion of the population; establishment of a neutral election lead agency; introduce ourselves electoral system; construct a comprehensive election monitoring and litigation and so on.
