Abstract


With the accelerated process of social information, as the collection, collation, storage, transmission of human culture, knowledge and information, libraries face many challenges. Surge in the amount of information, the information in various forms, the reader needs more individualized. In response to the environment and changes in demand, while the cause of the further development of the library. There is a growing awareness of the quality and ability to the library staff development is an important factor in career development library. The role of library services, 5% from the library buildings, 20% comes from the information in the literature, 75% comes from the quality of the library staff. Librarian factors as the composition of the library are a library of specific enforcement. Librarian’s collection capabilities, resources and finishing ability, knowledge and information services ability determine the overall function of the library. Management of human resources in library has become an important resource. Library Human Resources Management becomes an important part of library management.Library Human Resources Management throughout every aspect of library management. How to build an information society are consistent with the development requirements, but also with its own characteristics and development in the law library of the Library’s Human Resources Management System is the research focus of this article.In this paper, the writer took a literature review, qualitative and quantitative analysis methods, etc. Through access to literature, to learn about our library of human resource management the overall situation, learn advanced management practices and experience. On this basis, the preliminary design of a competency-based library of human resources management system.This paper is divided into five partsThe first part discusses the significance of human resource management research and research status.The second part of the human resources, human resources management and human resources management, the meaning of the library, content, features and so on.The third section describes the library of human resources management development process. Sort out the development context.The fourth part analyzes the Library Human Resource Management Problems.Part V for the library problems in the management of human resources to design competency-based human resources management system. Hope that through recruitment, appointment, training, deployment, remuneration and other aspects of effective management. Stimulate Librarian’s potential ability and creativity. Promote development of the library healthily and orderly.
