Abstract


Since the reform and opening up , China's economy has been growing steadily at a faster rate , continuous improvement of people 's living standards , the material and spiritual civilization construction of more and more perfect . But behind China's rapid economic growth , environmental issues increasingly compelling . The level of the productive forces in our country is not developed , and economic development while , on the environment and resources caused considerable pollution and destruction , we are confronted with enormous resources and environmental pressures . The main content of the ideas of sustainable development is to raise the level of human life can not be run out of resources in order to destroy the environment at the expense should not exceed maintain the premise of the carrying capacity of the ecosystem . China's current tax system on environmental protection is not perfect , the absence of environmental main taxes , low transparency of environmental tax policy , the lack of authoritative environmental tax law . While some types of taxes in the current tax system , directly or indirectly related to environmental protection , but these are not fundamentally solve the problem of environmental damage in many parts of or the expense of the environment to seek rapid economic development . Ecological and environmental governance work tend to spend a very long time and a great price . China's current resource-related tax policies actually operability is poor, more tax loopholes , is not conducive to the healthy and stable development of the economy in the long run . Therefore, to further improve the existing tax system in China , to build a more complete environmental tax system , the introduction of a new main taxes for an effective environmental pollution in the protection of the environment , and to ensure that our economy is more stable and faster development . This paper through the analysis of the current state of the environment , with reference to foreign environmental tax system , proposed to establish and improve the environmental tax system , the establishment of an effective environmental management system , combined with the means and manner of financial , economic incentives , environmental risks and early warning mechanism to achieve governance environment , the healthy economic development purposes .
