Abstract


The building of socialist democracy with Chinese characteristics is an important aspect in China’s modernization process and due to the position of leadership and governance by Chinese Communist Party in our social life, the inner-party democracy is one of the core component in our democracy-building. Since The Third Plenary Session of the 11th Central Committee of the CPC, the ruling environment changed dramatically, thus higher requirements are put on the ruling party about their way of governance. In the 16th National Congress of the Communist Party of China ,"inner-party democracy is the life of the party and play an important role in building people’s "was put forward. As a result, democracy within the party assumed more political connotation. In practice, organization with grass-roots take an initiative in the building of inner-party democracy ,showing the vigor and vitality in the construction of the inner-party democracy under the conditions of the new era.The development of inner-party democracy at the grassroots level is not only a theoretical issue, but also a real political issue. Research on the construction of inner-party democracy at the grassroots level requires a high degree of political recognition, and the starting point of our study and understanding is based on our party’s leadership .thus , on the basis of full collection of relevant information, this dissertation tries to use the stand , viewpoint and methods of Marxist to have a discussion on the building of inner-party democracy, its positive effect, experience and issues faced since the reform and opening up. Then a outlook of the development is forged.First of all we need to answer two core issues when we got grass-roots democracy of inner-party as the research theme, namely, why should we develop inner-party democracy? Why the inner-party democracy is initiated from the grass-roots level? Around these two core issues, the structure of this dissertation is divided into five sections:The first part explores the power of construction of the grass-roots democracy. The second part introduces the present typical practice of the inner-party democracy on grass-roots level and innovates the major progress achieved by the construction of inner-party democracy on the grassroots level. The third part attempts to summarize the current positive effects of basic experience obtained by the inner-party democracy on the grassroots level. The fourth part analysizes the problems caused by the further development of inner-party democracy on the grassroots level, as well as the strategies that solve these issues. For The last part, we look forward to the further developing trends of inner-party democracy on grass-roots level.The inner-party democracy on the grassroots level is a hot spot of our country’s political life . Similarly, the research on the construction of it is also a hot spot of the current academic circles. However, due to the construction of inner-party democracy on the grassroots level starting relatively late ,most of the matter is just over the past decade. The researches are just at the first step, most of which are focused on the phenomenon description. Furthermore, they are lack of a deep theoretical study and the specific guidance to the reform practice. We have to make more endeavors to form the theory of the the inner-party democracy with Chinese and Party’s characteristics.
