Abstract


The application of the information system in government authorities is more and more widespread. At the same time of increasing efficiency, the mutual independency of these systems also set an obstacle for the fusion management in government authorities. All kinds of utility system is some kinds of information islands and all kind of information are stored in different places, which have different operation interfaces. Data cannot be integrated & shared and information has no mutual channel. With the application of all kinds of IT system and the development of the interconnecting economy, the information volume which the government authorities faces increase largely, so the government authorities need a solution which can supply government authorities of organizing, searching and obtaining valuable information. National security authority (below is called authority for short) wants to make full use of modern computer technology, computer network technology, computer information technology, wireless communication technology to realize authority’s information management, aided decision and office automation. It can improve authority’s working efficiency, intensity of the management decision-making and utilization ratio of the authority’s investment; make the authority information system connect inside & communicate outside and develop healthily, rapidly and permanently; strengthen & improve authority’s competitive power.The design proposal of authority’s office automation is put forward on the basis of the experience of long-term office automation’s construction. The major feature is that this proposal completely covers the application needs for authority’s personnel, property, material, output, decision-making information, applies the wireless communication technology into the proposal, makes use of the up-to-date payoff BEA WebLogic Platform of modern J2EE technology and uses it as a platform for the proposal to develop, makes use of the up-to-date technology realization method: Web Services, XML bean, application program globalization technology, EJB module, message agency, wireless communication technology, smoothly realizes office flow’s automatic circulation, supplies authority’s leader with effective information for decision-making, and improves utilization ration of authority’s resource. The design proposal have a good expandability (this refers to information system’s function module) and connectivity between message system and authority’s outside message system to ensure that the working of authority’s informationization can be proceeded with a long-term, sustaining, rapid, healthy and incremental way.The development of the computer technology, especially appearance of the BEA WebLogic Platform on the basis of J2EE technology, supplies the possibility for the proposal to realize. We will discuss the design from the following several aspects: Authority’s information frame: to excavate thoroughly the authority’s needs for information and build authority’s information system frame. Technologies that the proposal adopts: J2EE, Web Services, XML bean, application program globalization technology, EJB module, message agency, wireless communication technology. BEA WebLogic Platform: up-to-date payoff BEA WebLogic Platform of modern J2EE technology as a platform for the proposal to develop, BEA WebLogic Platform, developing Java, Web Service, Portal and Integration with the way of visualization. Software development and application: completely meet the needs of information system’s development with the BEA WebLogic Platform as a platform.
