Abstract

Since the reform and opening up, the gradual establishment of China's market economy, rapid economic growth related to the social security system is also gradually establish and perfect, and played the role of a \People are most concerned about the problems of the elderly, the sick medical care \Especially low-income residents in urban residents is usually known as the vulnerable groups in urban residents, their sense of security, medical care \This also relates to the problem of old-age insurance and medical insurance system. Obviously, the medical insurance system, establish and improve an important livelihood issues are closely related to China's economic development and social harmony. A sound universal coverage of medical insurance system must cover the various segments of the population, the system, and therefore it is very important to establish a cover low-income urban residents medical insurance system. In this paper, the theme of the study of the basic medical insurance for low-income urban residents in China, described the research background and significance and content and related Medicare and literature of the residents' basic medical insurance and to make some of their own evaluation, at the same time also expounded the theory of medical insurance, the definition of low-income urban residents in China. Combined with China's actual situation, the basic medical insurance system for our urban residents in the pilot, to understand China's implementation of the basic medical insurance system for urban residents in the pilot cities urban low-income residents insured in the existence of narrow coverage, low reimbursement rate medical costs artificially high and the lack of medical services fair and other issues, according to analysis of the reasons for these problems, and draws on the experience of foreign countries, put forward their own policy recommendations to address these issues. The fourth chapter is the study of foreign residents basic medical insurance system and do some Experience. Chapter problems exist in our city low-income residents basic medical insurance to improve the basic medical insurance for low-income urban residents in China's policy recommendations.
