Abstract


New rural community old-age insurance a system is one of the most important component of our country social security systems, Establishes the perfect rural social old-age insurance system, not only relates the countryside, agricultural and farmer’s vital interest, but also relates to our country city and countryside the advancement of economic integration. Along with the development of the industrialization and urbanized,our country’s aging of populations speeds up, The countryside aging speed and the scale have surpassed the cities, In addition, countryside family retirement function attenuation and land safeguard function has being dropped in recent years, so it is contribute to the farmer demand for the society old-age insurance upward. A political Party’s 17 Third Session clearly declined that "according to the request which individual payment, the collective subsidy, the government subsidy unified, establishing the new rural community old-age insurance system. Therefore, explores the establishment to conform to our country national condition new rural community old-age insurance system positively, regarding safeguards the farmer rights and interests, to promote the rural economy social development, to build socialism new countryside and construction harmonious society is to have a very strong practical significance.At first, this article carried on the analysis of rural community old-age insurance theoretical,and then analyzed the countryside tradition retirement safeguard way function from three aspects to be feeble gradually, besides that it is also introduced our country rural community old-age insurance system development course, after that it with an emphasis on analysing our country rural community old-age insurance system’s flaw with two aspect from the system design and carrying out; After having compared with six kind of typical experiment site patterns of our country new rural community old-age insurance system, proposed the new rural community old-age insurance system pattern design frame: implements "the lowest pension+individual account pension" pattern, And individual account gathers together the farmer payment and the collective subsidy, the government finance subsidy establishes a standard unified lowest pension system for each insured farmer; The article also from the state finance, farmer individual and the collective subsidized three aspects to prove the establishment take the peasant household payment and the fiscal subsidy primarily, the collective subsidy as the auxiliary fund raising pattern feasibility. Finally, it has been contrasted in three kind of fund management pattern foundation, proposed the new rural community old-age insurance fund management pattern and the supervision pattern.
