Abstract


An important content on the socialism new rural reconstruction is to construct the harmonious ecological environment of rural finance. the ecological environment of rural finance exists unharmonious factor because of flaw on the rural economy social development and the rural finance institutional ,which does not favor to speeds up the socialism new rural reconstruction.This article bases on the Marxism theory, Reference the related theories on the Western economic, applying the method of empirical analysis and canonical parse and comparative analysis, expounds significance of constructing the ecological environment of rural finance so as to realize benign interaction of the rural economy and the rural finance, as well as cultivating environment of credit and consummating rural finance organization for management.The country is confronted with smiling environment and good opportunity for rural finance organizational innovation; The rural finance organizations are growing quickly, the countryside investment is undergoing sustainable growth, and the management structure has been improving, but problems still exist in administrative environment, legal system, rural finance system and social credit system. As to these problems, this paper advocates constructing harmonious ecological environment of rural finance.(1) changing stereotyped ideas, and remolding rural finance ecological environment new idea; (2) optimizing legal environment; (3) optimizing rural finance policy environment; (4) cultivating rural credit market (5) bettering financial market, and rectifying name for folk non-regular finance to integrate into the supervision category; (6) speeding up reform or equity system and management structure; (7) withdraw rural finance from financial mechanism, promotes deposit insurance financial system; (8)enforcing rural human resources development.
