Abstract


The regional economy of ethnic minority is the important component of our national economy. There is no development of national economy without the development of the regional economy of ethnic minority. Our regional economy of ethnic minority has developed a lot under the policy of "first for area, and second for industry" to the regional economy and social development of ethnic minority. But our regional economy of ethnic minority faces many problems, such as weak economic bases, bad working condition, poor life situation, which lags behind national economic development a lot.The disparity between the minority area and national economic development is the main behavior of the disparate development of the area of our country. The lagging of economic development of minority area has already restricted the improvement of the comprehensive national strength of our country seriously. The central government just proposed the strategy of "western developing" in such historical background in 2001, in order to change the backward economic appearance of the western region. And the western region is the main settlement of ethnic minority of our country, so, this text thinks the development of western regions is the great development of the minority area in fact. But the new income tax policy which began in January, the 1st, 2008, changes the former policy of "first for area development" to the new policy of "first for industry, and second for area development", which has basically cancelled the tax revenue favor policy to the minority area, and causes the minority area to be in very unfavorable position in the competition of development economy. So how seize the opportunity at present to develop the regional economy of ethnic minority and grope new tax favorable policies suit for minority area is an important subjects in front of us. Yanbian area is the biggest area where lives the most Chinese Koreans and the only Autonomous prefecture by ethnic minority in northeast of our country. Yanbian area enjoy several policy of tax revenue of minority area, development of western regions and revitalize old the Northeast industrial base at the same time, which is one of the areas where enjoys multiple preferential policies. Recently, many kinds of tax favor policy issued by center government have prompted the development of region economy for Yanbian area. But among the 30 Autonomous prefecture by ethnic minority, Yanbian is behind no matter total economic amount or development speed, and have a long distance to coastal developed area.The text revealed the existing problems in executing tax favor policy in Yanbian area according to comparison between Yanbian and other areas in tax favor policy efficiency, and suggested accordingly advices to theseproblems.
