Telecommunication projects are the important infrastructure in modern society. Its construction and operation have an important effect on the economy and the development. Thus, how to improve the quality of telecommunication projects has become the main issue. According to analysis of mobile telecommunication industry in China, this thesis proposes the basic strategies of effective construction and constant improvement the quality management system of telecommunication projects based on apply quality management and project management theories and methods synthetically and with the study of relative problems and their solutions in typical enterprises.Based on the review and evaluate of contemporary quality management and project management theories, methods and applications, this thesis focus on the quality management problems in telecommunication construction projects of Zhejiang Post and Telecommunications Engineering Construction Co. Ltd. By the analysis of its internal and external environment, the main problems of quality awareness, quality management organization system and quality process control in that company be pointed out. Thus five external and three internal working priorities o for the quality management improvement be put forward, and focus on bettering the management control system of projects. Finally, the quality improvement methods of three type installation items in Jiaxing Project are discussed. And the qualities, economic and social benefit evaluations show that the improvement ideas and approaches of proposed in this thesis are effectiveness.
