Abstract


The globalization of the world economy to accelerate the process of cross-border flows of technology, knowledge, information , capital and other factors of production , reduce operating costs , and closer economic and technical contact for each region , the increasing regional competition , which makes some regional competitiveness areas gradually come to the fore in international competition . Support regional competitiveness of these advantages are often of industrial clusters in the region . In order to form a competitive industrial clusters it is necessary to strengthen technological innovation and improve the innovation capacity of the cluster . Industry cluster innovation capability in addition to the cluster innovation capability of enterprises and institutions , but also within Clusters and institutions cluster Area environment for innovation that regional innovation system is closely related . Regional innovation system to a large extent can promote the development of industrial clusters , to help improve innovation and competitiveness of industrial clusters , regional innovation systems role in promoting industrial clusters direction of this research . Regional innovation systems and industrial clusters theory described , and then analyze the regional innovation system of industrial clusters to promote the role of influencing factors , on this basis , the article discusses the mechanism of regional innovation system for the promotion of industrial clusters , and further build a regional innovation system evaluation model of the role of industrial clusters . After the article on the basis of the status of Regional Innovation System in Heilongjiang Province as well as the development of industrial clusters , the DEA method on Regional Innovation System in Heilongjiang Province to promote the role of industrial cluster Empirical Analysis , pointed out that the Regional Innovation System in Heilongjiang Province on the role of industrial clusters the problems and put forward to enhance industrial clusters to promote the role of the regional Innovation System in Heilongjiang Province suggestions .
