Abstract


Generation of emissions trading theory of human awareness of environmental issues , awakening , reflection, all mankind a result of consensus on environmental issues . Emissions trading scheme in the United States represents the first economic incentives attempt used in environmental policy , and achieved remarkable results . In recent years, many environmental economists in Europe and the United States have begun to explore the establishment of an international emissions trading system , to control the greenhouse effect and the ozone layer . China already has the basic conditions for implementation of the emissions trading : total control plan , the permit system , environmental policy system , development of market economy and national environmental awareness . This paper first interpretation of the general theory of emissions trading and the development of the domestic and international emissions trading and analysis economic theory basis of the emissions trading system , and the current situation of China's environmental governance data analysis , the last of the feasibility and necessity of the implementation of the emissions trading system analysis, system construction, proposed the introduction of market environment under the guidance of the government by the market , relying on the dual forces of the government and the market to solve environmental problems .
