Abstract


It’s an effective method to break the restriction of Projects Environmental Impact Assessment by Planning Environmental Impact Assessment. However, Planning Environmental Impact Assessment is still in the initial stage in China. Thus, its theory and evaluation methods are not perfect, especially for the Industrial Parks Planning Environmental Impact Assessment.On the basis of lucubration the characteristics of Chinese industrial parks planning, systemic research of the industrial parks planning environmental impact assessment was proceeded. All of the work were come up to the requirements of technical methods combining with the planning environmental impact assessment of the outer ring development zone of Beichen Technology Zone in accordance with the guidelines of environmental impact assessment and the specification of technical reports. The Environmental Impacts of the atmosphere, water, sound, solid waste, and other elements quantitative were further researched by selecting the appropriate model, and the evaluation index system of regional environmental carrying capacity was made by evaluation of the standard of Eco-Industrial Park.The results showed that:①The practical experience at home and abroad should be continuously explored in future, and the sustainable development should be a new developing direction for the industrial parks;②In China, Planning environmental impact assessment is still in preliminary stage, and the evaluation ideas, procedures, forms and technical methods need to be improved;③Industrial park planning environmental impact assessment should be based on sustainable development, of ecology and recycle economic;④The assessment points of Industrial park planning environmental impact assessment should be determined on the basis of relevant policies, laws and regulations,and quantitative evaluation should be made as far as possible.In general, the theory and technical methods of the proposed Industrial Parks Planning Environmental Impact Assessment are feasible. The reasearch provides good inspiration for the further study of Chinese Industrial Parks Planning Environmental Impact Assessment as well as great significance for carrying out industrial park planning environmental impact assessment and building eco-industrial parks.
