Abstract


The Huabei Anti—Japan Imperialism Base Area was the first Anti—Japanese base area which founded by the Communist Party of China after the Marco Polo Bridge Incident, including ShanXi—Chahar—Heibei、ShanXi—Hebei—Shandong—Henan、ShanXi—Suiyuan and Shandong four Base Area. The Huabei Anti—Japan Imperialism Base Area was the main battlefields which the Communist Party of China opened behind enemy lines, it curbed and used up a large number of Japanese troops and played a significant role for holding up The Anti—Japanese War.During Anti—Japanese War, on the one hand, the Huabei Anti—Japan Imperialism Base Area countered cruel military raid and an economic blockade form the Japan. On the other hand, It frequently met with rare natural disasters, so that the survival of the Huabei Anti—Japan Imperialism Base Area faced severe test. At the beginning, the unscrupulous traders and invaders smuggled in all kinds, which led to outflow of important materials and reduce of finance. To maintain the Base Area’s economy, the Communist Party of China led The Base Area’s people through consolidating anti—smuggling organization, issuing series of anti—smuggling’s decrees and regulations, and building anti—smuggling police, not only the smuggling was effectively restrained, but also effectively combat the enemy’s economy, so The Huabei Anti—Japan Imperialism Base Area prevented Japanese puppet army’s economic aggression.In order to protect the base area’s stability and development, The Huabei Anti—Japan Imperialism Base Area successfully carried out the Anti—smuggling in the food、currency、rampant drug smuggling activities and achieved a significant victory.The success of The Huabei Anti—Japan Imperialism Base Area anti—smuggling activities was the great victory for the enemy’s economic combination, which raised a great deal of finacial resources for Anti—Japanese War and for base area’s consolidation and development, as well as held up the final victory of the Anti—Japanese War laid important economic basis. At the same time, for today’s construction of finance and economy provided valuable experience and lessons and set a shining example.
