The biggest problem in China's foreign NGO currently facing is legally registered. According to preliminary estimates, the actual existence and activities in China of foreign non-governmental organizations at least 2000, to apply for registration of foreign non-governmental organizations are just countless. Without legal status can not be registered, many foreign NGO, facing a bank account, tax bills, hired rent and other issues, the activities carried out at the same time in the ground state, is not conducive to the regulation and protection of the government departments. Foreign NGO registration and management of the relevant regulations of the delay can not be enacted is the focus of this study, the authors argue that the relevant laws and regulations have not been promulgated, the Authority only take into account the special political influence of foreign non-governmental organizations worry about registration harm would state power, national interests and social stability, while ignoring the foreign non-governmental organizations actually already exists, open social areas of their actual terms, government departments have been unable to its effective supervision reality. In this regard, the authors believe that the non-governmental organizations, especially foreign NGO is a double-edged sword, with both positive and negative aspects of the role of national security, social stability, economic development, management guided well, thriving NGO will be conducive to the country economic development and social and political stability; contrary, will be on the political, economic and social stability of the country adversely. Therefore recommends our open foreign non-governmental organizations in China to implement a proactive policy to replace the passive open policy in the past.
