Abstract


Seventeenth Party Congress stressed the need to create a social environment of equal participation of persons with disabilities to promote the employment of persons with disabilities, and highlights the concern for the employment of persons with disabilities. Employment is the core of the problem of persons with disabilities, and employment not only provides a means for people with disabilities out of poverty and create the conditions for people with disabilities to return to society. Disabled due to physical or mental limitations human capital is lower than the able-bodied people groups, which led directly to the low employment rate of the market in the course of employment. Plus added labor, \The fundamental way to solve this grave problem of employment of the persons with disabilities to fully rely on the government's favor Disabled, the tilt of the equality and dignity of employment protection and supportive employment of public policy. This paper surveys the country since after the liberation of Disability Employment Policy, Overview Historical Evolution of Disability Employment Policy, pointed out that the policy change of the employment of persons with disabilities in China is mainly experienced life-support phase is characterized by a government-run welfare enterprises, centralized and decentralized employment combined social integration phase and multi-level, multi-channel extension of the right to employment stage. In view of this, the author proposed to optimize the employment of persons with disabilities in China policy a few suggestions: accelerate the progress of legislation to enhance the status of a basic policy; establish the overall concept, focus on improving the quality of policy; optimization policy structure, focusing on the implementation of supporting policies; learn from foreign experience in the implementation of diversified employment policies; adjust specific policies, keeping up with the trend of the employment development.
