Abstract


Accompanied by the rapid arrival of China's aging population , changes in family structure , the reduction of the number of children , the improvement of the status of women , foreign cultural influences , the traditional way of pension can last has become questionable , the original sense of family pension has not pension only choice. Old before getting rich state of the nation so that our path of solid economic strength to take the pension agency . In this context , the Community Support Services is a new pension model suitable for China's national conditions . Of Metropolitan Community pension problem , most experts and scholars from the community endowment mode angle study , or research community endowment development feasibility . In fact , the specific form of our urban community care service how to carry out , and what kind of support system and ancillary services , are inseparable from certain government functions and behavior . The role of our government pension services in urban communities directly related to the size of Metropolitan Community pension services in the sustained and healthy development . The role of government is decided by the Government's commitment to the duties and functions . Therefore , we focused on the study of urban community care service in the transformation of government functions , is the study of how to build a community the basis of the pension system , but also the innovation of this paper . This paper attempts to apply the theory and ideas about public administration and economics , the pension services to urban communities , through a variety of methods to study the transformation of government functions problem . Study , analysis of the reasons for Urban Community Services for the Aged in the transformation of government functions have been some of the achievements and shortcomings . Economics theory , to explore the positioning of government functions in the Urban Community Services for the Aged , as well as the alienation of a multidimensional whole, at all levels of government functions between directionality . The article will also conduct empirical research on the Nanjing efforts to promote the strategy of Chinese Urban Community Services for the Aged in the transformation of government functions from both theoretical and practical aspects of exploration .
