Abstract


Faced with an increasingly complex public safety environment , China's urban public safety exists now fragmented responsibilities , functions vacancy, fragmented, existing law is lagging behind other issues, how to improve urban public safety effectiveness and efficiency of the industry focus of discussion First, the video surveillance system technology and urban mix between public safety administration has effect, it is a modern city public safety management theory is one of the core proposition . This proposition both in management theory and practice of management in public safety , have high research value . This article based on domestic and international aspects of the theory of public security management , combined with urban images Pudong condition monitoring system construction research , described the relationship with the complementary image-based monitoring and control systems and public safety management in the relationship between the various elements . This paper clarifies the city public security management background, trends and research trends , to clarify the basic theory of public security management as well as in practical application . Only through technical means to protect the complex and changing urban public safety is unrealistic, only by management tools to protect public safety, the city is the lack of efficiency , and the city public security situation and the lack of work more accurately grasp the situation , therefore , this article will focus and innovation is the city video surveillance system technology and safety management combine together to technical support management, good management techniques . Through research , we propose to build urban-based video surveillance system, \In the technical means to establish the basis of public safety management, making the timely handling of complex issues , the ability to form continuous improvement in order to achieve the final effect of improving urban public safety .
