Abstract

For the past twenty years, China has been the largest fishery production country and the largest fishery trade nation in the world. Fishery economy and trade has made a significant contribution to our national economy and the world’s agricultural economy. The fishery economic and trade has made quite gratifying achievements, but the comparative advantage and competitive advantage of aquatic products we export are in a declining trend. From that, we can conclude : if the extensive style of economic growth mode go on, with natural resources,labor power for the trade power, China can not shift from the largest fishery trade nation to the powerful fishery trade nation.Fishery processing trade is the main form to undertake advanced international industry from abroad ,as well as the very important way to promote the optimization of domestic aquatic products trade structure and the transformation of fishery economic growth pattern. Since joining the WTO, Chinese fishery processing trade in the eastern coastal areas has been growing in full swing, and plays an important role in optimizing the industrial structure of fishery economy, improving employment level, increasing fishermen income, enhancing export income, driving aquatic products trade high-speed development and so on.Few scholars conduct systematic research about the transformation and upgrading of aquatic products processing trade industry. Apparently it doesn’t match the important role and position of fishery processing trade.This paper tries to fill the blank. In accordance with the idea " what is the transformation and upgrade of fishery processing trade - what is the content、direction and significance of the transformation and upgrade - how to realize the transformation and upgrade", the writer carries out detailed study.Firstly this paper carefully carries on the study about the concept of transformation、upgrade、processing trade and the transformation and upgrading of fishery processing trade ,and gives a relatively clear definition of fishery’s transformation and upgrade. This paper argues that the essence of the transformation and upgrade of Chinese fishery processing trade is manufacturers (industry cluster) who have integrated into the global value chain break through the current constraints of resources and environment and other serious development bottleneck, to improve the conditions of aquatic products trade, cultivate endogenous comparative advantage, enhance export seafood international competitiveness, promote the structure adjustment and sustainable development of fishery economy and trade industry, and finally realize the goal of the most powerful fishery trade nation.The chapter 2 analyzes related theory about the processing trade ,such as international trade theory, global value chain theory, regional economic theory、institutional change theory and these theories’s guiding sense to the transformation and upgrading of fishery processing trade. A theoretical model is established in the end of the second paragraph.The next chapter 3 is the main content of this paper. The third chapter contains three aspects:(1)the writer draws a transverse comparison between China and the world at aquatic production structure、aquatic consumption structure and aquatic trade structure,and then makes a preliminary judgement on the development potentiality of aquatic product processing trade.(2)the writer draws a vertical comparison of fishery processing trade through the time-series data. With the qualitative and quantitative method,the paper studies the industry characteristics of fishery processing trade, involving overall scale, value-added rates, product structure, market structure, industrial concentration degree, the industrial spatial agglomeration degree. Next the writer carries on the regression analysis about intensive processing aquatic product export’s economic growth effects through the econometrics mode, which shows that there exists a long-term dynamic equilibrium relation between the intensive processing export and fishery economic growth, that is to say ,the upgrading of aquatic products export processing industry can boost fishery economic growth efficiently. From the regression result we can confirm the reform direction of fishery processing trade. For the first time, the current fishery processing industry structure adjustment policy is proved up to the hilt from empirically validate. On this basis, the thesis systematically analyzes some key influence factors of intensive processing aquatic product, and put them in order. The conclusion is that enterprise scale、the foreign capital level and transportation infrastructure are highest correlation with intensive processing aquatic’s export development in the years of 2000—2004.Unifying the related theories, the chapter 4 analyses the main problems to explain the transformation and upgrade’s urgency and necessity of the fishery processing trade, including internal force and external pressure. And then the basic ability to transfer and upgrade is discussed. Another important content is the operation mechanism, which is specified from the external(enterprise level)and internal(industry level)contact of fishery processing trade industry cluster.Finally,the paper puts forward some optimization models and several suggestions based on the theoretical model and the empirical study results.
