Abstract


Adhere to the scientific concept of development is people-oriented, comprehensive, coordinated and sustainable development concept , is China's social development guidelines. Since the scientific concept of development proposed, although there are many domestic scholars on the scientific development of indicators and evaluation methods to do the research , but the scientific and rational and scientific index system , comprehensive and effective evaluation methods have yet to be studied in depth . Based on this, the use of modern management theory and scientific evaluation index system for the development of China's science and comprehensive evaluation method were compared system. Text includes five chapters , the main contents and innovations are as follows : 1 , describes the traditional concept of development of contemporary Chinese scientific development concept and connotation, and by comparing summed up the advantages of contemporary scientific concept of development , in order to later establish the scientific development of indicators provides a theoretical basis . 2 , in-depth analysis of the connotation of the scientific development concept , elaborated scientific development evaluation system is an \Put forward the scientific development evaluation of key dimensions , namely the development of integrated horizontal dimension , development speed dimension , the development efficiency dimensions. Established based on the scientific development of the object of study and scientific development of the sub-goals of the two-dimensional model . According to this model, combined with the scientific development index system of basic principles and methods to establish the scientific development of the index system . Drawing on results of previous studies , this paper on the scientific development index system will be complemented by the introduction of the all-round development evaluation system . 3 , the establishment of a comprehensive evaluation of the level of scientific development model, including principal component model, linear weighted evaluation model , multiplication evaluation model and fuzzy comprehensive evaluation model . And to determine the level of the scientific development of a comprehensive grading standards. 4 , the establishment of scientific development indicators itemized evaluation methods and models , including models and radar line charts model . 5 , the pace of development of scientific development are analyzed, and the establishment of scientific development speed index model . 6 , the efficiency of the development of scientific development are analyzed, was established based on the scientific development of a comprehensive Malmquist Index Efficiency Evaluation Model . 7 , the use of the text proposed index system and evaluation model , the level of scientific development in Tianjin and speed of development are analyzed.
