Abstract


Objective Based on the theory of social justice , public administration theory of itinerant population maternal health management, service utilization status of research on how to improve the public health management functions to make reasonable suggestions to further develop community service skills to create a healthy supportive environment , providing fair , safe, effective, full management and services, improve maternal health and level of consciousness . Methods of qualitative research and comparative analysis methods, analysis and comparison of the city residence of the Maternal and floating status and maternal health services utilization for social equity analysis and objective appraisal of the current difficulties in the operation of the management system , on how to improve the public health management functions to make reasonable suggestions to further build community networks , the development of community service skills , create a healthy supportive environment . Results The study found that women with household Floating women equal access to basic public health services, there are still some gaps , especially in the first trimester prenatal construction volumes and , in the hospital delivery failed to effectively implement preferential terms , you can not get professional bodies provide regular prenatal care , hospital delivery , health education . Conclusion recommendations to further improve the public health management, the establishment of public service-oriented government , building community service network, increase government investment , based on social justice from the height of co-ordinating the supply of public services , to create a healthy supportive environment , improve maternal health level flow .
