Abstract


Building service-oriented government is another country in building a moderately prosperous society and accelerating the modernization of the new era of social, economic globalization and the globalization of information in the process of reform and institutional innovation of government functions, a new approach. Service-oriented government stressed the government to provide public services, core responsibilities, highlighting the \E-government and create a service-oriented government has intrinsic value unity, implementation of e-government and strengthen social management and public services, is to build a service-oriented government inevitable requirement. E-government \With information technology and development of economic globalization, information resources in the economy and society play an increasingly important role as a factor of production information resources, intangible assets and social wealth and energy, material resources in the important position. Strengthen information resources development and utilization, improve the level of development and utilization can not only promote comprehensive economic and social development, but also to enhance China's comprehensive national strength and international competitiveness. \Government information resources integration will continue in the next few years to become the strategic focus of e-government and construction hot spots. Shanghai as China's first government began to promote information technology, and achieved outstanding results region. Similarly, the Shanghai government information resources in the field also achieved good results, but compared with developed countries there is still not a small gap and inadequate. This paper attempts to legal field from the Shanghai government information resources sector situation and existing problems, we should learn from developed countries and advanced cities in the successful experiences and practices, based on trying to summarize Shanghai in advancing the field of corporate government information resource sharing construction lessons, thus promoting e-government in Shanghai, further integration of information resources, eliminate islands of information, sharing of information resources for the realization of the rapid exchange and full sharing, provide targeted, practical initiatives. Meanwhile, the next stage of development for China's e-government clear direction, thus promoting the creation of service-oriented government.
