On June 5,2008, China promulgated and implemented the strategy of intellectual property rights, China’s intellectual property rights strategy has entered a new era for intellectual property rights in China, the development of undertakings of the direction. Our universities after decades of development, showing rapid development, have made remarkable achievement. However, our universities by late start, the influence of various factors, such as low, and no entered the world first-class, therefore, to the "211 "and "985" project for our universities still need to insist unremitting efforts, strengthen technology innovation ability.Intellectual property rights strategy obeys innovation-oriented country construction system, universities and the innovation-type national construction is one of the key powers. To implement the strategy of intellectual property in China from universities, Research University' dissertation">Research University’s development is inseparable of intellectual property rights strategy guidance. From the Angle of strategy of intellectual property rights in accordance with the law of intellectual property rights strategy proposed measures of nine, our universities are analyzed, and the research university from their intellectual property management, production mode, discipline construction, research direction and internationalization of Research University in five aspects, the direction is discussed.
