Abstract


Today, global economic integration and trade liberalization is the trend is irreversible. Therefore, the international market competition is becoming increasingly fierce , the general downturn in the global financial crisis , the world economy , trade protectionism . Following China has become the largest anti-dumping complaint victimized countries , anti-subsidy as a means of trade protectionism in the United States and the European Union in the developed countries , a new tool for restricting China's economic development . Therefore, the study abroad on the characteristics and causes of the countervailing become particularly important. This article aims to analyze the status and reason of Foreign countervailing available for the implementation of measures recommended to arrive . Firstly, the WTO Subsidies and Countervailing Measures Agreement ( referred to as the \detailed, and on the principle of the use of what they have learned the principles of international economics , economic analysis -depth analysis of economic effects on subsidies and Countervailing importing and exporting country . Second, from the China Foreign Trade existing shortcomings , analyzes the characteristics and status of Foreign countervailing . Chinese products are often subject foreign subsidy complaint from the point of view of both macro and micro analysis . In the third part of the paper , will take place in 2009 , and is by far the largest case of U.S. trade sanctions - Oil Pipe case as a Foreign typical case of countervailing measures , from the cost of production and sales profits . two angles of the case on China and related industries , to arrive at the conclusion of a revelation . The last part of the article to undertake the previous Foreign countervailing cause of the complaint , combined with China 's national conditions and foreign trade status , targeted raised the question of Foreign countervailing reasonable proposals .
