Abstract


The low-rent house is an important component of indemnificatory house. Our country started to implement low-rent house system in 1998. It produces a marked effect after 10 years effort. However, our country still faces a fact that low coverage of low-rent house cannot meet low-income family housing demand. There are so many restriction factors of low-rent house construction. And, fund bottleneck is one of the primary factors. This article studies low-rent house system evolution and low-rent house construction status of our country, estimates low-rent house construction funds supply and demand gap in the future ten years. Comparing with low-rent house investing and financing experience of mature market nation or area, this article advances several proposals to consummate low-rent house investing and financing policy of our country. As this article consider, nowadays the low-rent house construction financing system of our country cannot accommodate demand of low-rent house construction in force now and future, which should change to a bran-new PPP pattern, that is to take government public purse investment, housing accumulation fund loan, the development finance low-interest loan as well as tax and fee preferential policy as foundations, attract personal departments to take part in low-rent house construction. Ultimately, we hope to consummate related legal policy, expedite money market and finance product innovation, impel low-rent housing property securitization development, enhance low-rent housing financing efficiency unceasingly, and finally alleviate low-rent house construction fund bottleneck question effectively.
