Abstract


Oil (gas) capacity building refers to the oil and gas reserves into oil (gas) production is an important production activities, it is directly related to the oil (gas) fields and long-term sustainable economic development, high investment, high risk, high return, time-sensitive, involved extensive technical expertise and other characteristics. So oil companies are basically building capacity to implement project management, and hope to achieve rapid, high quality, efficient development of oil field goal.Based on the extension of oil production characteristics of the construction project and influencing factors combined with project management status, noting that oil production capacity to extend the process of construction and management problems, with examples of the construction of oil field production capacity of this unique project. For capacity building with the high-risk, high investment, high return, involves technical expertise widely, timeliness and other properties, for extending the field of project management system to conduct a comprehensive analysis, from the impact of capacity building factors, management status and problems of other aspects extend the field of project management system for exploratory research and improve the proposed extension of oil fields to enhance project management capacity building measures and countermeasures.Yanchang Oilfield project management in the use of many years of history, has accumulated a lot of successful experience, but the face of the advanced management methods and the rapid development of oil and gas fields, extended field of project management are still many problems. This in spite of the relevant improvement measures, but the specific implementation effectiveness has yet to be practice. At the same time as project management is a growing discipline, the extension of oil fields in order to ensure the sustainable development of oil fields in the application of the actual situation as far as possible need to adopt new management methods and management techniques. How to extend the field to further improve the capacity building project management mechanism, enhance the extension of the construction of oil field production management level, will be the focus of future research.
