Abstract


Plastic bags, disposable lunch box and all kinds of plastic packaging products have played a significant role in peoples lives. From the beginning of white revolution, technology outbreak of the "white revolution" occurred in 1902.From that time on, a variety of plastic products had produced. They cost low, light weight which bring us many convenience. But once these plastic packaging products were discarded, they would become white trash. They will adverse impacts on the environment. In recent years, "white trash" waste has become a new kind of increasingly serious pollution. They not only pollute the environment, but also endanger human’s life and property. So "white trash" into pollution has become a common global environment concerns.At present, America, England, Ireland, Japan, Korea, France, Singapore, Netherlands, Belgium and other countries whose economy is relatively developed encountered "white trash" environment problems caused by pollution earlier than China. Therefore, the "white trash" in pollution controls has been made more in-depth study. In order to combat "white trash" pollution, these countries have enacted special laws and regulations, or have created a whole set of legal system. But as China’s economy is relatively developed quite late, "white trash" pollution problem occurred later than countries which are mentioned above. So, in our existing legal system, we only have "The People’s Republic of China Solid Waste Pollution Prevention Law", Urban Solid Waste Management Regulations, "Circular Economy Promotion Law", which stipulated a number of solid waste pollution prevention and the controlling of the basic principles of the system, yet we are in the lack of specialized sound legal system to combat "white trash" pollution.Therefore, the author passed this article from the "white trash" in definition, classification to analysis the "white trash" and its prevention. And on this basis, the analysis of our current existing legal system, by learning the advanced experience of foreign countries analysis in our perfection of "white trash" for the need of pollution prevention and the control legal system. Finally, propose the establishment of "white trash" category management system, "white trash" mandatory recycling system, "white trash" pollution taxes, "white trash" pollution prevention monitoring system and limit the "white trash" system to facilitate the legislative process related to the environment protection in china, and promote the development of environment protection.
