Abstract


The rapid development of modern society, and increasingly complex, in particular, the development of globalization and information technology, to bring an unprecedented human society, has continued to spread uncertainty. This uncertainty provides countless opportunities to also create numerous risk. The whole world of the 21st century into a \With the advent of the risk society, the government make a public decision-making and governance of public affairs will encounter an increasing number of uncertain factors, economic factors, political, and cultural factors are likely to become a risk catalyst, adding to the difficulty of governance. Citizen participation is the core of democratic politics, is a direct reflection of the political rights of citizens in the life of the nation, is to achieve, maintain, support and promote the normal democratic politics, the healthy operation of the important factors. All types of citizen participation, citizen participation in public decision-making has always been at the core of a more direct and timely, not only can improve the scientific legitimacy of public policy to enhance the effects of policies than other types of participation , also can better shape the civic spirit of the culture of active citizenship. In developed countries, citizen participation in public decision-making is not a long time, yet there is a lot of controversy. Citizens to participate in the rise in China is about 90 years of the 20th century, and the citizens to participate in a wide range of social action and popular political discourse is strongly request to participate in a range of civic events at the beginning of the 21st century, especially after 2003, civic participation has increasingly become a social hot spots and focus. Citizen participation in public decision-making is at risk socially necessary institution building needs. Citizen participation, openness and transparency of decision-making, scientific decision-making tools to resolve these risks. China's social transformation brought about a greater level of political risk, the government can not alone bear such risks, therefore, the development of citizen participation in government decision-making is to make more joint decision-making with the legitimacy of the government and people and a total of Order of the risk way. Citizen participation in public decision-making as a democratic political system to study, analyze the characteristics of citizens to participate in public decision-making, conditions and mode, and in accordance with the requirements of effective public policy decision - approved by the quality of public decision-making requirements and public decision-making requirements from participating decision-making body, to participate in decision-making system as well as participate in the decision-making behavior of three aspects of risk analysis, and finally from the control citizens to participate in public decision-making risk measures. At present, China is in transition, and I hope this article has provided some inspiration of great efforts to develop democratic politics, citizen participation in public decision-making behavior warning, prompting the government to improve risk awareness.
