Abstract


It is an important issue for us to make our policy system more scientific and democratic. The citizen participation in public decision-making is an important way to realize it. In the 21st century, the form of the citizen participation in public decision-making is not only political vote, but also participation in the whole process of public decision-making. We must change government’s leading role in public policy, the right of decision-making will return to citizen from the government. The government would introduce the citizen participation in public decision-making, so as to enhance the quality of public services. But the attention to citizen participation in the public decision-making process is far from enough, and the citizen participation mechanisms is immature, these lead such as collective petition, and other phenomenon of non-institutionalized participation.The public governance idea logical trend as well as the administrative reform tide which has emerged in the west has provided a brand-new angle of view for the citizen. The citizen participation has the intense time value. It is advantageous not only to the impetus civilized advancement but also to the construction service government and the socialism harmonious society.From the theory foundation of citizen participation in public decision-making, by means of empirical study and normative research, I analyze the statue of citizen participation in China: citizen participation system missing, citizen participation in the loss of capacity and consciousness, as well as the reasons for the status. Based on a comparative study of citizen participation in public decision-making system of the history and current situation at home and abroad, I give my own suggestion: information communication mechanism, performance assessment mechanism and administrative accountability mechanism.Based on the citizen participation in public management as topics, its purpose is how to control the extent and ways of public participation, and hasten benign and orderly citizen participation, so as to promote the healthy interaction and cooperation between the government and the citizens.
