Abstract


The rapid development and wide application of the Internet, lead to great changes in our country at this stage status of citizen participation. In a network environment, citizens can express their political will through the network, through its participation in the formulation of national public policy activities, provide support and put pressure on the government's public decision-making. Network citizen participation in public decision-making, not only can improve the ways and means of the traditional civic participation and broaden the channels and scope of citizen participation, improve the ability of citizens to participate in citizens' awareness of their rights and democratic consciousness awakened, to promote the country's political development level to continue moving forward . Internet in a positive impact on citizen participation, it also brings quite a lot of problems, and hinder the further improvement of the level of citizen participation.
