Abstract


The Reform and Opening-up policy has been carried out for more than 30 years, during this period, the economic and social development of China and the government’s ability to constantly strengthen macro-control have been much improved. The finance as the main resource distribution of government public policy tool also plays an irreplaceable role. On the 17th People’s Congress, President Hu Jintao stressed that we should implement the scientific concept of development, accelerate the transformation of the mode of economic development, promote the regional harmonious development and accelerate the emphasis on improving people’s lives for the social construction. However, all these efforts need support and financial expenditure, so in establishing and perfecting the public financial system reform in optimizing financial expenditure structure has been increasingly prominent in the position. Through the financial expenditure structure adjustment and optimization of the reasonable allocation of financial capital, improving the social resources allocation efficiency to effectively promote the progress of economic and social development and distribution of social justice have important significances.Being the capital of our country, Beijing is the political and culture center. It takes the lead in the secondary development stage, witnesses the development and evolution of China’s opening-up reform and socialist construction process, which has an outstanding representative meaning. To the national financial expenditure, Beijing financial expenditure is gradually increasing. The scale and structure optimization study for the further development of economic society in Beijing provides demonstration and reference for the better and faster development for other cities.This paper will positions in Beijing financial expenditure structure optimization problem, which is based on based on the theory of analysis of Beijing financial expenditure structure evolution and development course, also through many domestic and foreign developed and developing areas’comparison. The paper finds out the advantages and disadvantages of the economic and social characteristics of Beijing, also pointed out the problems need to be solved, and makes some suggestions about Beijing financial expenditure trends and adjustment. It come to the conclusion that Beijing financial expenditure structure will advance to a comprehensive, coordinated and sustainable place with the adjustment and development of social economy.
