In our China, since the 50"s of 20 century, the major way of transmission facility maintenance was Time Based Maintenance (TBM). In accordance with rules of TBM, transmission facilities should be maintained once a year or half a year. But as the transmission lines are distributed in the field widely, if we only use TBM, out maintenance, wrong maintenance or over maintenance would be caused, otherwise, that would also cause infectivity, high intensive of labor and safeness trouble.According to regularities and trends at home and abroad, Condition Based Maintenance (CBM) of transmission facility will be inevitable. Through CBM, on the basis of facility condition, with methods of danger point anticipate control, live line maintenance, etc, frequency and time of power supply interrupt of transmission facilities, and personal allocation are all reduced. Target, effectiveness and efficiency of maintenance will be improved. Safe, reliable and low-cost work of transmission facility will be ensured.For current problems and shortages in our China during CBM of transmission facility, a management mode of 3+2+1 based on reliability about CBM of transmission facility is given in this paper. The mode contains three systems, two management platforms and a human resource management project directed by core-competition. Three systems are organization assurance system, technique assurance system and execution system of CBM of transmission facility. Two management platforms are standardization management platform and informatization platform. With detailed expounding and lots of real materials, the mode is proved to be effective and scientific.The 3+2+1 mode on CBM of transmission facility is an exploration and innovation about current CBM. with backgrounds of CBM broadly carried out in our China. It will bring significant reference to our CBM of transmission facility in the future.
