Abstract


The“University graduate village officials”program is an important decision made by the central leading body by the Party of China. This move is of great practical and long-term strategic significance not only in strengthening the construction of organizations at the grass-roots level and enhancing the vitality of rural development, but also in promoting the growth and education of the youth, cultivating the reserve forces of cadres and upbringing qualified socialist successor in order to accelerate the construction of new socialist countryside. During the transitional period from traditional agriculture to modern one as well as peasants to citizens in China, the society has already focus on how to help student village officials integrate with the rural community, make them responsible, competent, adaptable and much closer to the people, to ultimately make great achievements in the countryside. And one of the important ways to achieve those is to push forward the implementing of the program, which is also a crucial approach to the future of student village officials. Therefore, it is imperative to actively explore new ways and methods for the student village officials to undertake entrepreneurial activities and enrich the people under new circumstances. In recent years, while it took the lead in the“one village, one community, one student”program, Nantong has made great achievements in encouraging the university students to undertake entrepreneurial activities and enrich the people. Although it has set a good example, both the student village officials and all levels of governments of the Party in Nantong are making great efforts to achieve high-level and high-quality entrepreneurship and meanwhile enrich the people.This paper studies the definition, social role and historical reform of the term“university graduate village officials”by analyzing the entrepreneurial experience of student village officials in Nantong. Besides, taking Nantong for example, it analyzes the current situation, the existing problems and relevant causes of the entrepreneurial activities. Moreover, based on the experience and shortcomings in the process, this paper puts forward new strategies to promote entrepreneurship of student village officials in Nantong, learning from successes in university students’and village officials’entrepreneurship both at home and abroad as well as public policy theories. This paper aims to provide effective and beneficial ways of thinking and approaches to promote the program to undertake entrepreneurial activities and enrich the people.
