Old Town is densely populated , construction density, the land land structure and layout inequity . By analyzing the status and experience of the process of urban development at home and abroad in the land-use configuration outlined evaluation of intensive land use and optimal allocation principles and methods , and Harbin City land use for the prototype , summarizes the Harbin current land use basic characteristics and problems of the estimates of the Intensity level of land use in Harbin positioning, integration and system dynamics model and multi- objective programming model (SD-MOP) build the urban Land Intensive optimal allocation model to guide urban land intensive optimal allocation to achieve the comprehensive development of the urban economic , social and ecological benefits , and lay a good support for sustainable development .
