Abstract


This paper tries to discuss the necessary of the IMF reform under the financial crisis, also gives some suggestions and strategies that China should take.The IMF, which was born in Bretton Woods conferenee, was set up to monitor the exchange rate of the international monetary system, and keep the stability of the international financial system, after Bretton Woods system collapsed, the function of the IMF transformed to oversees the economic situation and provide financial aids to its member countries under Jamaica system, which had replaced Bretton Woods system, especially supplies financial aids as well as policy proposals in financial crises, helps its members to get rid of the crises. The main frameworksof the IMF include the Council, the Executive Board, interim committee, Development Committee, and the President. The Performing of the IMF’s function is relying on the integrity of the IMF frameworks and its sound operating mechanisms.Indeed, the IMF has played a crucial part in the past, but the environment in which it worked have been greatly changed due to the international economic structure developing. The IMF must take steps to reform in order to avoid been marginalized by the international society.The financial crises took part in the United States has brought a magnificent impact to the global economic which need to restructure. The weakness that IMF had explored in these crises led to the stake holders, such as governments, financial organizations and economics to reconsider the functioning of the IMF. Right now the global economy is still wonder around, the most important thing is to reform the international financial system, Thus international organizations especially the IMF should take more responsibilities, which make it necessary to reform the IMF.The key points of the IMF reform include power inadequacy, the status of developing countries don’t conform to their economical strengths and can’t guard against financial risks or provide public products to keep the stabilities of the financial system effectively. But the reform of the IMF can’t be easy.The reform faced four major Problems, which are the international organization essence of the IMF, the disputes among developed countries, and the controversies between developed countries and developing countries. As the biggest developing country in the world,China should take its own stand points and strategies to put forward the reform of the IMF, and mediate between developed countries and developing countries, narrow the gap between two groups, meanwhile seize the opportunity to improve its status in international community, and to raise its saying rights. Doing these is consistent with China’s national benefits.In chapter 1,the author give a brief introduction of the IMF’s history background, including the IMF’s organization structure, the mechanism and the roles IMF has played under both Bretton Woods system and Jamaica system. Chapter2 mainly discuss the necessary of the IMF reform under the circumstances of the global financial crises. The crisis has explored the faults of the international monetary system and the weakness of the IMF in aiding mechanism. Chapter 3 point out the path of the IMF reform after the crises, from the reform in the aiding mechanism, the internal decision making mechanism, the early warning mechanism to the reform in the special drawing rights and the global final lender(最终贷款人).The final chapter give some suggestions on the stand point China should hold and the strategies as well as diploma skills China should take in the IMF reform, which enable China to have advantages in the IMF.
