Abstract


The questions of real estate industry are not only stunt the sustained and rapid development of national economy, but also influence peaceful and contended life of huge numbers of families. In recent years, with the problems of real estate market, the state has adopted a series of adjustment and control policies to solve these problems, but control results are not satisfactory, the behavioral deviation of participants implicit in real estate macro-control policies operation process is the dominant influence factor which lead to the policies ineffective, the research on behavioral deviation of participants in real estate macro-control policy operation process has become a important content of the evaluation of real estate macro-control policy effect.Firstly, based on the domestic and foreign relevant theories, the paper analyzes the influence of the behavioral deviation of participants in real estate macro-control policy operation process, discusses the formation mechanism of participants’behavioral deviation connecting with the public choice theory and information incomplete theory; Establishes the index system of behavioral deviation of participants , the fuzzy comprehensive evaluation method is used to construct the comprehensive evaluation model of behavioral deviation of participants; Take recent new round of real estate macro-control policy as an example,verifies the content, index system and feasibility and effectiveness of the evaluation model of behavioral deviation of participants in real estate macro-control policy operation process; Finally, the paper puts forward many feasible countermeasures and suggestions to guard against behavioral deviation of participants and to improve real estate macro-control policy effect.The analysis and research on formation mechanism, comprehensive evaluation and preventive measures of participants’behavioral deviation, enrich the evaluation system of real estate macro-control policy effect, provide the basis to prevention behavioral deviation of participants pertinently, and promote real estate macro-control policy effect. These have certain theoretical meaning and practical value.
