Abstract


Social assistance is based on the basis of social justice, to protect the interests of national life, and promote social harmony and development for the purpose of institutional arrangements, is one of the most basic, minimum level of social protection, the development of social assistance is to build a socialist harmonious society inevitable requirement. Social assistance is a government or social behavior, government, business and non-governmental organizations to provide social assistance to the body, acts as the government, the government is the main subject of social assistance, the government not only for the implementation of social assistance has direct financial responsibility and has direct management and implementation responsibilities. As a social behavior, businesses and non-governmental organizations primarily spontaneous donations and other charitable activities in the form of voluntary assistance, frequent natural disasters in the current conditions, business and non-governmental organizations in the field of social assistance role growing. NGO with its technological and institutional innovation advantage, close to the grassroots advantage, flexible advantages and efficiency advantages in social assistance plays an increasingly important role.
