Abstract


Opposition and struggle between the government and universities autonomy is a difficult problem to solve in the management of higher education, this problem is a common problem facing the world. As World Education powers the United States in the relationship between government and university autonomy very successful, it is worth learning. United States is a country of the separation of powers, higher education administration to adapt its federal polity, the establishment of the Federal Ministry of Education in the Federal, states also have a special board of education. Overall, the Federal Ministry of Education is responsible for the macro-guidance and specific work performed directly by the states. On the surface that seems to be nothing in the federal government and universities, the essence, especially after World War II, the federal government developed many higher education-related legislation, most influential universities. Also in the federal government and universities this seemingly regardless of the \Therefore, the relationship between the U.S. federal government and universities of China's higher education management reference. The significance of this relationship is reflected in the following aspects: to help our deep understanding of the historical process of its historical inevitability of American higher education developed; help to reveal the basic principles of how harmony between the government and the universities autonomy and help to further explore the objective laws; science helps us to look at the successes and lessons learned in the process of the development of American higher education. In this paper, the federal government's higher education legislation main line, in three phases from the analysis of the relationship between the management of the Federal Government and university autonomy as well as the historical development of both the content and implementation of the effect of the legislation. Full total of six parts, the first part is an introduction, Part VI Conclusion. The second part of the analysis of the relationship between the federal government and universities to before the Civil War period, American Independence explore the historical origins of the American university autonomy and government management as well as federal how to begin to get involved in the management of universities. The third part of the analysis of the American Civil War to World War II, the federal government during the change process, the university management to explore how to establish the principle of academic freedom. The fourth part of the analysis of the balance of power between the trend of university management, and government management of the World War II the federal government and universities autonomy, to explore of university autonomy gradually reduced in the case of the federal government step by step to strengthen the management of the process. The fifth section analyzes summarize the successful experience of the United States in the coordination of government management of university autonomy: different periods to take a different management strategy, leaving enough space for University Autonomy; role of market competition mechanism, flexible combination of macro and micro; targeting proper management the opportunity to improve the legislative and government management mechanism; intermediary non-governmental organizations to buffer the contradiction between the two; universities timely initiative in response to the federal policy, mutual benefit and win-win; universities strive to raise funds, to reduce dependence on the federal government.
