Abstract


Compulsory education in recent years was emphasised on our government. Government issued a number of balanced policies.Implementation of these policies to compensate for differences between urban and rural compulsory education. However, we can see this phenomenon is due to the dual structure, education system, education policy, government performance concept. And it does not change on the moment. So the Government can not shirk its responsibility. Because of poor financial resources poor quality of teachers poor school facilities, the development of rural compulsory education seriously hampered. so although some of the policies has played an effective but in some ways just a stopgap, in order to achieve permanent in rural financial. responsibility human resources management responsibility resource management responsibility should form a material force. Only three to make a material force the responsibility of the implementation of compulsory education in rural areas towards a more balanced direction.This paper is divided into six parts: Part I Introduction. The second part describes the basic concepts and theories. The third part introduces the rural compulsory education in the balance of the government to assume responsibility basis. The fourth part describes the government of the responsibility for compulsory education in urban and rural areas lack the performance and cause analysis. Part V of the Balanced Development of Compulsory Education for foreign experience and enlightenment. Part VI of the lack of government responsibility for the proposed government in achieving a balanced urban and rural compulsory education in the path of choice.Equalization of urban and rural compulsory education in the past, focused on the government’s fiscal responsibility, the Government should also bear responsibility for human resources management and material resources management. The Government only to focuse on three responsibilities, urban and rural compulsory education should have a bright future. This paper tried to be a comprehensive study of government in urban and rural compulsory education in the three responsibilities, try to find new views in human resource management responsibility and material resources management responsibility
