Abstract


Along with the deepening of economic reform , China 's social structure has also undergone a huge change and , at the same time , the traditional social control gradually began to highlight their limitations . At this time, the social management system innovation as a new proposition into the range of people's vision . Community autonomy as one of the social management system innovation important content gradually become a the academic session seminar hotspot . Community autonomous community residents to comply with laws and community autonomy charter premise through self-management , self-education, self - service , self-monitoring to deal with it comes to their own affairs . This paper argues that the community autonomy should include five of personnel autonomy, financial autonomy , self-government , management autonomy and educational autonomy . Face at this stage of community self- caught in the predicament , the solution lies in the community to further define the modern commercial district , the owners 'committee at the same time gradually replace the functions of the Residents' Committee to become the lead agency for community autonomy . This paper argues that the ideal of community autonomy model can be summarized as \The community autonomy relief should include three aspects : First, to improve the procedure of removal of members of the owners' committee and the phasing Property Management Regulations set too high a threshold requirements ; Second, to expand the scope of the case of the administrative proceedings , making the acts of administrative guidance is included in the scope of judicial review in accordance with the law ; Third, the Community Party Branch gradually build community self-government election dispute arbitration institutions . In this mode , the the community autonomy lead agency can effectively solve the increasingly Chief of the vicious circle , community residents will be able to participate more widely in grassroots democracy . Then, grassroots democracy building socialism with Chinese characteristics will be successfully completed , and the citizens will realize the right to know, to participate, to express and to supervise , the superiority of the democratic politics of socialism with Chinese characteristics will also release more brilliant display glow.
