Abstract


With the reform deepening and community construction, community as the basic unit of citydevelopment, also has increasingly become the important place of residents to get public goods.In previous community service patterns and the management system under neighborhoodstreets, government is the main provider of community public goods. However, original supplysystem with the government as the main provider of community public goods cannot meet thecommunity’s demand for public goods. In order to effectively meet the community members’demand for public goods, community gradually has evolved into important supply body of publicgoods, even supplied some pure public goods. At present, community public goods s upply eithersupply level, supply mode, or supply level, on the whole are still in short, how to realize theeffective supply of community public goods is a problem worth studying.This article from the city community public product definition entry, based onpublic choice theory, much center theory, the theory of the third sector, communitygovernance theory as the theoretical basis of community public goods supply. Then,choose Nantong community sample, through the questionnaire survey and the variousinterviews, analysis of the current Nantong community public goods supply situation,existing problems and the causes of difficulties in supply. And learn from foreigncommunity public product supply experience, based on the actual conditions of China,put forward suggestions on city community public product effective supply: tointegrate community source and establish multi-channel financing mechanism; toexpand demand expression channel and build interactive decision-making mechanism;to strength community autonomy construction rule by law and endow community withautonomy right; to foster community responsibility of residents and throw themselvesinto community development; to cultivate community non-profit organization andpromote community construction; to strength construction of community servicetroops and improve their occupation and specialization level; to singly or combinedapply different supply mechanism to improve supply efficiency.
