Abstract


As the financial market intermediary service organizations in the world, in the past half-century, the credit rating agency's contribution for all to see on the capital market, bond market, which was regarded as \However, the outbreak of the financial crisis, and credit rating agencies \Thus, regulation of credit rating agencies has been widespread national attention, and has been incorporated into the G20 financial summit declaration. Our country's credit rating industry is still in its infancy, there are many appropriate regulatory deficiencies. As China's inter-bank bond market growing, the market for credit ratings is also increasing demand, regulatory defect caused the problem has begun to highlight. Therefore, the strengthening of credit rating agencies and institutional construction supervision of credit rating agencies in particular, self-regulation is particularly important. Based on the credit rating of bonds definition of related concepts, starting from the basic theory of regulation, from the concept of regulation, supervision system, supervision system to study the inter-bank bond market status and supervision of credit rating inadequacies of bond credit ratings for the self-regulatory legitimacy and feasibility demonstration analysis, and international credit rating of bonds in developed countries were compared to reference regulation proposed regulatory system of China's bond credit rating and related system improvement suggestions. This article will examine the range defined as the inter-bank bond market; credit rating will be defined as non-financial corporate bond credit rating, including debt credit rating as well as the body corporate credit rating; broadly defined as the regulatory supervision, including government regulation and industry self-regulatory associations . This paper is divided into introduction, body and conclusion of three parts, of which the text is divided into four chapters. The first chapter, the main regulators of the bond credit rating of the basic theory are discussed. Firstly, introduces the inter-bank bond market and the bond market and the exchanges were compared, and secondly, defining the bond credit ratings and analysis of its features and functions, describes the relevant regulatory theory. The second chapter, from our credit rating industry emergence and development starting from the regulatory philosophy, system and regulatory regime perspective of China's credit rating regulatory status and deficiencies. Chapter III, by examining the bond market more developed countries such as the U.S., EU and other national legislation and practice, its comparative study, which summarized the supervision of China's bond credit rating can learn from it. Chapter by the foregoing discussion, from a regulatory concept, the regulatory system and the regulatory system perspective on China's interbank bond market credit ratings regulation put forward relevant suggestions for improvement.
